This report addresses the human rights situation of detainees held at the U.S. Naval Base in Guantanamo Bay, a facility that has become a symbol of abuse worldwide. The IACHR has repeatedly called for the immediate closure of the detention facility and provides in this report an assessment of the current situation from a human rights perspective. The cover of this report shows a broken barbed wire fence, characteristic of the naval base. The cut represents the opening of the fence and the closing of the prison. It is all orange, as the prisoners' clothes held in Guantanamo are.
